  • Streamlined Inspections: Private Providers must notify the local official by 2 p.m. the business day before an inspection. They may conduct inspections outside regular hours, and must submit signed inspection records and certificates of compliance promptly. 

  • Autonomy: Using a Private Provider relieves local departments from plan reviews and permits earlier backlog-causing delays. 



2. HB 683 — Turbocharging the Private Provider Path (Effective July 1, 2025)


HB 683—signed into law in June 2025—modernizes and strengthens Private Provider use across Florida construction. Highlights include:


  • Automated / Software-Based Plan Review: Private Providers can now use AI or automated systems to perform plan reviews under certain conditions (e.g., single-trade projects), speeding up compliance checks. 

  • Mandated Response Times for Local Officials: For single-trade plan reviews, local building officials must issue permits within a specified timeframe—ensuring faster approvals. 

  • Virtual Inspections Allowed: Certain inspections may now be conducted virtually or in person, increasing flexibility and reducing on-site delays.   

  • Less Red Tape at Permit Stage: Local governments can no longer require contract copies or related commercial documents just to apply for a permit. This eliminates an annoying bottleneck.
